India’s labor market showed signs of broader improvement in September, with the headline unemployment rate holding steady at 5.0% for a second consecutive month as employment indicators strengthened in urban areas.
The stability in the headline rate is encouraging, particularly as the rate came in below expectations. The share of the working-age population that is employed edged up compared to a year ago, while urban employment and female participation showed signs of increasing.
Rural India continued to provide support, with unemployment remaining lower than a year earlier.
The emerging improvement in urban employment is a positive development, although it remains too early to conclude that India’s labor market is entering a sustained, broad-based recovery.

In recent months, rural India has accounted for much of the labor market’s resilience, while urban employment has remained comparatively weak. The rise in the urban worker population ratio to its highest level since October 2025 suggests that the improvement may be starting to extend beyond rural areas.
Higher urban female labor-force participation is another encouraging development.
But a rising participation rate can reflect both stronger employment opportunities and the entry of people who are still searching for work. When more people enter the labor force, employment must expand quickly enough to absorb them if unemployment is to decline.
September’s data suggest that this adjustment remains incomplete in urban India, since urban female unemployment also edged up over the year, indicating that more women are looking for work without all of them finding jobs.
